He is not a Top Contributor because, even though he has the highest number of "Best Answers" in Polls and Surveys. his Best Answer percentage is below 10%.

Number of best answers gets you top contributor...%needs to be at 12 or 14 I think. I don't care...he is here answering like everyone else. He just has more answers than others.
