I read in the news that a Canadian woman came to a hospital in Montana to give birth to either 4 or 5 babies last week.I believe she and the children are planing to return to Canada

You mean are they considered USA citizens because they were born in the USA? I believe so. Any kid born here is automatically a citizen.

They are not considered anchor babies if the parents intend to return to Canada. But they are technically US citizens, having been born here. No doubt that will be cleared up when they turn 18 or 21, as the case may be.
