The Internet was started by the US military to facilitate communications in an era when computers were the size of a house and had the power of a modern calculator. It was set up so that there would be communications between computers, especially in case of a war. As time went on, it expanded to research facilities and universities. It finally opened to the general public in the late 1980s and early 1990s. There were many people involved - some worked on the hardware layer, some worked on software, including early email.

The internet was originally developed by the US military as a communications tool. It allowed rapid, direct communication between far flung bases and commands. As the capabilities of the net improved it came to be used by civilian organizations as well. Both its use and capabilities have continued to expand until you have the powerful tool it has become today.
