HTML is not a programming language, it's a 'markup' language for designing web pages.
C++ is a very good language, very powerful, very popular in the world of professional programming. But it's a little strange to learn, especially as a first language. At the school where I learned it, it was taught only as a second language.
If I was you I would start with something like Pascal or Visual BASIC. You aren't trying to learn a language, you want to learn -programming-. Most of programming is the same in any language. Once you have a good handle on programming, -then- learn C++.
Or you could use Python. It's a language designed for teaching programming. And it's free! You can download it from the Internet, and you can download tutorials also.
Programming is a lot of fun! Some people find it downright addictive, like working a puzzle. I really enjoy it.

If you want to learn a language you can write a game in, you would not want to learn HTML. If you are good enough to hit the ground running with C++, then you should do so, you can find some great resources on the web. If not, then you might be able to work your way up from other languages. It's all up to you, so just try some stuff and see what sticks. Just remember: When in doubt, Google it.

I also think HTML would be a good intro with incorporating java script as a followup. C++ is a language that will take some time and effort to master. Perhaps Access or visual basic would go quicker.
I have been programming for 30 years, and started with BASIC, and learned FORTRAN, COBOL, C, Pascal, BAL, APL, Visual Basic, PL1, PEARL, and HTML/JavaScript most recently.
Stick to it, and take a class or two to get your feet wet. Even an online class.

if you want to write games. C++ is the way to go, if you want write web pages, html is the way to go. you don't use html to write games with.

I would learn gml (game maker) http://www.yoyogames.com/gamemaker/try and then move onto basic, c++ ect.
