You could use a dremel tool or an electric carving knife. Or just hold your free hand over the pages so they don't shift. That's probably what's causing the tearing. Be patient. Don't try to cut too many pages at once.

I've done it several times for use on stage...

The BEST way, though time consuming was to use spray adhesive, and spray each page, then put the book under pressure for a few hours. This turns the pages into a solid BLOCK !! I then take it to the jig saw and saw out the "hollow".

As others suggested... use a NEW blade Xacto, and go slowly.

Good Luck

My friend makes lots of hollowed out books. And he has to use an xacto knife, sorry.

Part of the tearing problem might be not using a new exato blade, and trying to cut a full blades length all at once. Cut only a few pages at a time.
