I'm a freshman at high school... and i'm shy.
i want to make friends, but it's hard.
for the most part, i'm usually really outgoing around my friends, but i barely ever have classes with them... so i never talk to new people.

i'll sit by myself if i have the chance.

are there any ways to be more outgoing?
what goals can i set?

i want to start over new in high school and i want people to know my name and think i'm swell.

Just try to start of conversation with someone next to you and see if there is a connection. Find out if there things that both of you have in common. Talk about what kind of food might be served in the cafeteria and joke about it. Talk about the big football game coming up and talk about how your team will win or lose. Like the first person who answered said, come out of your comfort zone. You do not want to be trapped there forever. If there is a connection, then great. If there is no connection, then don't worry about it. It will not be the end of the world. There are plenty of people out there who can be a new friend.

Your concern is what millions ofhigh school freshman students face every year. I recommend that you come out of you comfort zone and talk to people that you like.
Yes some students will reject you but eventually you will find your group of friends.

I had the exact same problem as a freshman. I did exactly what you are doing. But you can get better. what I did was I sat where i am around people, and i basically said hi, and i introduced myself. i got better. don't let yourself get down every time it don't work...
