there is definitely not a song thats sad AND makes you want to dance.
the saddest song ever is "tears in heaven" off the top of my head i cant think of who sings it, but its a guy
another sad one is "concrete angel" i think that ones by martina mcbride

Holes in the Floor of Heaven by Colin Raye is sad, but inspirational at the same time. So are If Heaven, by Andy Griggs and Go Rest High on that Mountain by Vince Gill. Also, Holy Water by Big and Rich. Their song 8th of November is sad, too. An old, sad Country song is Tell Laura I Love Her.
In general, if you want to find good sad songs, I suggest looking to Country music. Country Music has some good dance songs, too, but since I'm often drawn to the sad, story type songs, such as Travelin Soldier by the Dixie Chicks, I can't think of dance songs right now. Another sad, but inspirational song is To Where You Are, sung by Josh Groban. (Not really country, but definitely sad.)
