yes they can. If they have the qualifications (certificates) and skills to teach English. Have you heard of TEFEL (teaching English as a foreign language) thats what they usually ask for.

My mother spoke no English when she entered first grade. She eventually became and English teacher. Enough said.

Yes if you get the English certification. You just apply to take the exam, if you pass the exam you'll get the certification.
