Small fish are the key here obviously. Guppies, White Clouds, Neon tetras, Penguin Tetras, cory catfish and most killifish (rare in shops) all come to mind and will fit comfortably in the tank and are within your price range.

Ofcourse they are livebearers guppies, that can be kept without any problem, some small tetras can also be kept, but they need some plants, mature tank(atleast 1 month old), though they can survive without hat, but they wont thrive. Along with fishes you can also add some shrimps like ghost shrimp($0.01), red cherry shrimps(over $2-10), they will help u clean the tank.
And also becareful nano(under 15 gallon) tanks are more complex than larger tanks, they have more maintainance than larger tanks, for best results keep the tank under diffused sunlight from a window, grow some plants in it, let the tank stabilize for a couple of weeks, then add the fishes. It is necessary that you have a simple small sponge filter for this tank running 24x7. make 30-50% of water changes a week, GOODLUCK!

one betta, snails, 4 neon tetra, small drift wood, plants.

guppies.3 female or 1 male, 2 female. if you choose the latter, be prepard to have many fry. they're not called the millions fish for nothing! 3 small cories, plants.

when you see freshwater fish labels at the stores that say they need salt, dont believe it. its ridiculous and completely untrue. the only time youll need salt in a tank is if its brackish, saltwater, or there is a disease in a freshwater tank.

I suppose you could get two (or three) male fancy guppies for a five gallon tank
you really can't fit much into a five gallon tank without over-crowding the tank...and alot of fish would eventually out grow the tank size (like my two feeder goldfish started off in a ten gallon but less than a year later they needed a twenty gallon, and the two of them had the tank to themselves!)
I personally like bettas, I always put a couple of mystery snails in my betta tanks however there aren't many other fish you can put in with bettas...so I suggest guppies; they come in all sorts of colors and do well in communities; also, they are generally very hearty fish:

just be careful to only get two or three because you don't want to overcrowd the tank

I suggest Millions fish. They're real but this is a nickname basically to see if anybody agrees with me on this one.

Ghost shrimps are cheap and 'cool', but they tend to disappear, at least for me.
