They make these things for that, that look a bit like the twist-ties in the grocery store, but they're made of lead. You just wind them around the plant's base, and voila. Any pet shop should have them.

So you have nothing in the bottom of your tank -- no sand, no gravel, nothing? You'll need to tie the plant down to something with a piece monofilament fishing line OR tie something heavy to the base of the plant (like marbles) OR use silicone sealant to physically glue the base of the plant to the bottom.

I haven't looked in awhile, but they used to sell these small lead strips that you wrapped around real plants to keep them vertical in the tank. They never hurt the fishes in all the years they did that. Of course, in this PC, enviro obsessed culture, it may no longer be an option, but it WOULD work.

Most pet stores sell plant weights. They are intended for use with live plants but will certainly hold down your plastic ones as well.

you can buy plants that have weights on them so that they sink.
I have a few in my tank and they good, i was fed up placing floating plants all the time when my fish dug them out.

also you could buy lead weights from a fish show and they safe for aquarium use. (they use them on live plants)
