um, I hope this doesnt annoy you because the only place I know of is in Port Stephens which is 2.5hrs drive north of Sydney.
I'm not saying there arent places in Sydney, I'm sure there are heaps, but I just have never been to one there.
But if you fancy a holiday, Port Stephens is a lovely sleepy holiday port. Dolphin watching boats leave from Nelson Bay and you'd want one with a boom net that actually lets you walk out on to the net (very stiff, made of rope) and sit in the water as it skims along the surface and the dolphins swim next to the boat and the net.
I was in Corlette in Port Stephens on a kayak and a dolphin swam right past me!
I am a Sydney-sider born and bred and I love my city, but Sydney is unfortunately a little poluted to have sightings like that in the harbour or waters thereabouts north or south. But obviously you are talking about a water park or something.

There won't be anything "quieter, not so commercial place" for you to go to. Any place that will allow children swim with dolphins will have to comply to a lot of strict regualtion and so the cost will be prohibitive. And to have something accessible by car from Sydney as well....I could be wrong- but I think you are asking what is not possible.

The only wild place where you can swim safely with dolphins is in Western Australia about 5000km from Sydney. Dolphins are regularly seen in the surf at Byron Bay and many surfers have experience of swimming with them but surf and children under 10 do not go together.

Given the area you've stated and what you want to do, I'm sorry, but it's not possible.
The amount you pay at places like Sea World usually mean you get a pretty exclusive experience, and it's a lot safer for the kids. Go with that.
I think I remember hearing that dolphin feeding was resulting in some aggressive behaviour, so I'm pretty sure they've stopped that as well.

Fly if I was not afraid of heights but that being I would have to say swim with the dolphins. I used to like it when I was in the Navy and out to sea and the wild dolphins sometimes would swim along with the ship.

The Pet Porpoise Pool at Coffs Harbour is the only other place besides SeaWorld that I am aware of.
I think you can swim with the seals at Manly OceanWorld though.
