if you kept them moist, not that they could go anywhere

They can if they stay moist. They have organ called a labyrinth that enables them to breath atmospheric air. They developed it so they could survive droughts and live in water that is low in oxygen. They should not stay this way on a regular basis though because it stresses them out. Bettas should have atleast 1/2 gallon of water if not more.

They could if the air was extremely humid. If they dry out, they are dead...

When its gills dried out - it'd die because it wouldn't be able to process oxygen from the air.
