I'm using Outlook Express and I can receive mail but when I try to send mail I get this message..550 host is listed in.sbl-xbl.spamhaus.org...I tried their website but my ip address is not in their database and I don't have spamhaus on my system.
Any ideas how to solve the problem?

Spamhaus tracks the Internet's Spammers, Spam Gangs and Spam Services, provides dependable realtime anti-spam protection for Internet networks, and works with Law Enforcement to identify and pursue spammers worldwide.

If you computer has been hijacked and used in a botnet, you can be sending out spam unbeknownst to you. You may need to run all your security products to try and clean it up.

Also since your Outlook Express would have your ISP address, you should contact your ISP to ask them about your options in getting your email address unblocked.

its probably your ISP's Mail server's IP that has been blacklisted. go in to your mail settings, find your outbound mail server. something like SMTP.MAILSERVER.COM then ping that from a command line (start > run > ping SMTP.MAILSERVER.COM this will give you its IP Address.

check that IP address on spamhaus and notify your ISP ASAP if its listed

This is not you, it's your email provider. They have been lax with their security, spammers have been using them to send spam and this has got your email provider blacklisted. If the person you are trying to send to uses a mail service that blocks blacklisted email servers then you will get just such a message. You'll have to get another email account with a reputable provider to email this person.

at least try to get in touch with the webmaster of the black-listed domains. I`m sure you will be able to work something out :)
