Hi - Definitely no. But the outlet MUST connect into a soil stack connecting to the main sewers not just discharge into gulley/open drain (as I have seen done many times)

I assume you're in the UK. For the benefit of our American friends, a "bathroom" over here may be just that - a room with a bath in it, usually accompanied by a handbasin. The toilet/WC/loo or whatever you want to call it may be in the bathroom, or may have a room of its own.
You don't need planning permission, but you probably will need building regulation consent from your local council, because you are connecting something new to the foul drainage system I have an older house, and the waste from the bath and basin in one of my bathrooms goes through the house wall into into an open hopper on the outside, and thence through a drainpipe down into the drainage system. If I wanted to put a WC in there, flushing it into the hopper wouldn't be a good idea - I'd need a proper soil stack, vented above eaves height.
Contact the building inspectors for your area, tell them what is involved and ask for guidance. As a rule, they tend to be practical, unlike many council jobsworths. .

You do not need planning permission for internal works unless the building is "Listed". However, you may need Building Regulations approval and a quick call to Building Control at the Council will tell you (if you do it is relatively straight forward - a form and a drawing usually suffices).

you will not need planning ..but building control will want to see where and how you have connected the saniflow pipe to the foul system ..the pipe from a saniflow is about 25mm in diameter ..its flexible ..it will pump verticly for 4 metres and horizontly for about 50 metres ..the inportant thing is this ..you need an electrical supply ..but it can only be fitted to a fused spur ..you cannot have a socket in a bathroom ....the outlet pipe should be connected to the soil pipe with either a glue or strap on boss ..it must not go into any type of gully

you will not need outline planning permission but you will need to adhere to building regs and probably give your council "building notice". It'll cost you about £108 depending on council.
Once you issue notice ( with a drawing ) they have to turn up to inspect within 48 hours, otherwise you can start work if they don't turn up.
Personaly, I think it would be best to pop down to your council during thier open surgery ( normally one morning a week without appointment). Ask the duty officer for thier opinion on your basic drawing . treat them as your friend and "asking advice" and they will be very helpful

wot no toilet or no bathroom. we put a saniflo toilet in our bathroom didnt need planning permission u only need planning permission if it will affect the outside view of the house.
