I am having a pool built and the contracter is telling me he must grade a part of a hill for the pump, filter, etc. I am afraid this will compromise the hill, which may, in turn, compromise a fence. It is only an 18 inch drop ovr several feet and could be graded on top for a level surface.

If the pump is self-priming, yes. (Most inground pools are done this way; the pump and filter sit above the water level.) Most above-ground pool pumps are not self-priming (meaning they can't lift water the 8 feet or so necessary to get the equipment running.) Most above-ground pool pumps are gravity-fed (sitting below the water line).

You would most likely need an inground pool pump (and adequately sized filter), even if it is an above-ground pool.

There is a legitimate problem with the pool equipment being up-hill from the pool. In order to start pumping pool water, all the air must be pumped out of the lines to suck the water up hill. Most pumps can't do that. I would talk with your local pool supply store to verify. I did check one site on line that listed a pump that can handle an 8' rise, Hayword Super Pump. You might want to look into that.

The plumbing has to come up out of the ground that coming and going to the pool so even if your equiptment is on top of the area they are still going to have to grade the hill to put the plumbing in place. Is there anywhere else in your back yard that the equiptment can be placed? or is it just being placed in the hillside for convience? you can put the equiptment just about anywhere in your yard, on the side of your house etc. get a second opinion if you don't agree with your builder. most builders give free estimates.

Every pool I've ever had, the equipment was above water level. Sounds fishy to me.

Its no different than having a bathroom or laundry room in the basement. You will need a very strong pump and proper hook up to force the water up above the water line.

Because the smallest leak or failure to prime the system will cause it to burn out.
