Cancun! You could probably get away with drinking way easier there, if that's something you want to do. Otherwise Vegas cuz there is much more to do there besides drinking. I would assume by "partying" you meant drinking tho.

Well I would say Canada. 19 is the legal drinking age here. Hit a big city, like Toronto, during the spring (not too hot, not too cold). Have a blast!
But out of those two, I say Cancun.

Cancun. Unless you don't want to be able to drink and you want to be able to see but not enter casinos and enjoy looking at night clubs from the outside. Then go to Vegas.
