First, let me say I'm am so sorry for your situation. It sounds like you are really going through some hard times. Here's some verses on anger:

"My dear brothers and sisters, take note of this: Everyone should be quick to listen, slow to speak and slow to become angry, because our anger does not produce the righteousness that God desires." James 1:19-20

"But now you must rid yourselves of all such things as these: anger, rage, malice, slander, and filthy language from your lips." Colossians 3:8

And here's some on depression:

"Why are you downcast, O my soul?
Why so disturbed within me?
Put your hope in God,
for I will yet praise him,
my Savior and my God." Psalms 42:5-6

"We are hard pressed on every side, but not crushed; perplexed, but not in despair; persecuted, but not abandoned; struck down, but not destroyed. We always carry around in our body the death of Jesus, so that the life of Jesus may also be revealed in our body." 2 Corinthians 4:8-10

"Therefore we do not lose heart. Though outwardly we are wasting away, yet inwardly we are being renewed day by day .... So we fix our eyes not on what is seen, but on what is unseen. For what is seen is temporary, but what is unseen is eternal." 2 Corinthians 4:16,18

And some on hatred:

"See to it that no one comes short of the grace of God; that no root of bitterness springing up causes trouble, and by it many be defiled" Hebrews 12:15

"Hatred stirs up dissension, but love coves all wrongs."

You say you don't think you can wait for this job agency to get to you and work with you on finding a job. Have you thought of visiting the agency and telling them that you need to speed up the process?
Have you ever worked as an office temp? Do you think you could work in a hospital doing any job they offer you?
I mention office temping because sometimes there are jobs that are less skilled that are temporary and at least you get out and are working. I mention the hospital environment because hospitals are big employers. You could take whatever they offer - they are usually on a bus line too.
You have researched a new area to work and live. Even if you have to live in a shelter temporarily, it would probably be the only thing you could do until you saved enough money to live more independently.
Have you had job counseling at the unemployment office? Have you talked to someone at a social service agency?
I sympathize with you wanting to leave your low-income area but I think you need good advice in order to be able to do that. It takes income to leave low-income. In fact, what you need is more income... and that comes from job training.
My advice would be to go to the social service agency that you have been deal with and ask them to give you some guidance. Perhaps they know of job training that might be available to you. Take that training! In the meantime, try to deal with the problems that you have with your gas being turned off by talking to someone at the same agency - this is not going to be good since the winter is coming. You need gas and you need heat. You need a phone. Even if it is a 'go phone' that is a cell phone, you need a number where people can reach you. You have to take everything one step at a time but you can't afford to lose the basics. And moving may not solve those problems. You need personal advice and that's why a social service agency is going to be the place to start.
