That's funny... everyone's picking 1 or 10 or some huge negative number that isn't an option. No one's perfect but no one is completely incompetent either (though I do think Bush gives "completely incompetent" a run for his money).
So I'll give him a 3
Not great... but I can't give a one because that would be deluding myself into thinking this is as bad as it could get... and I'm sure if anyone is capable of doing a worse job, he is. And I don't want to tempt fate.
