liquid foundation, all the way. After you've put on all your makeup (starting with the foundation) THEN you should finish off by using powder to 'set'. ;)

I prefer liquid foundation, and use powder to stop oiliness throughout the day. It is not always about a personal preference, some people can't get away with just powder if they have problem skin (redness, acne). If I had clear skin, I would skip both.

Liquid or whipped oil free foundation, like Physician's Formula Mineral Wear or Maybelline dream matte mousse. Then dust powder over the foundation to set the makeup and absorb oil.

Powder. Foundation, in my opinion, makes the skin too oily.
