History and genetics. Mankind lived in an animal state for millions of years while the societal sense developed. Genetically we aren't very far removed from animals so many of our basic traits are similar or the same. Sex is one of the great drivers, the need to reproduce is probably our strongest. In the animal world many females only come into season a few times a year, many only once. The male has to be ready to mate with a female thus cannot have a season like her or the opportunity will be lost. So males have evolved with a constant production of hormones that keep them constantly ready. When young (up to mid 20s I think) this is difficult for them to control so they are pretty obvious. I know it is annoying but they will manage to become more discrete as they mature. This is made even more difficult for women because they mature, sexually as well as mentally, faster than males.
Now our society requires us to be monogamous but some males don't seem to be able to adjust well to that. Most do, but there will always be exceptions.

Because we're all horndogs who have more hormones than common sense. Most guys, especially teenagers, have only about 3 working brain cells, and they don't talk to each other about anything except sex.
Most will eventually grow more brain cells, and develop interests in other things besides sex, but it takes a long time for those interests to become stronger than the interest in sex.

I think that men just have more hormones in there body's making them think all about it and if men were not the ones to think about it then I don't think that people would be having children because women hardly ever act on it. Men are kinda the ones that get us in the mood.

well because generally the women are the ones who decide on whether or not we are getting any...they dont have a sense of need as we do, as they can have it any time they want.
