Water is actually slightly blue, but that isn't what gives the ocean a blue color on a sunny day - that is reflection from the sky.
However, water is so slightly blue that you need to see it as a mass, not just in a glass.
The best example of this I ever saw was in the artesian wells that they have in the Oases on the east coast of the Persian Gulf. We expats used to swim with the arab children in these fanatstic pools set amongst the date palms. But in the center of the pools, the well dropped down to great depths, and when you looked down there, it was vivid blue.
A fantastic place, but not good for westerners to go to now, as it is a Shia stronghold, and they don't take to us too much.

Sunlight is made up of all the colors of the rainbow: red, orange, yellow, green, blue, indigo,and violet. Some of the sunlight is reflected off the surface of the water, reflecting the color of the sky. Some of the sunlight penetrates the water and is scattered by ripples and particles in the water (this tinges the appearance of the ocean with the color of the particles). In deep water, much of the sunlight is scattered by the oxygen in the water, and this scatters more of the blue light. Water absorbs more of the red light in sunlight; the water also enhances the scattering of blue light.
Some Oddly-Colored Seas:
The Red Sea often looks red because of red algae that live in this sea.
The Black Sea looks almost black because it has a high concentration of hydrogen sulfide (which appears black).
