Or you could make your own beads of any type with polymer clay (or even with an air-dry clay).

EDITED TO ADD:

Actually , I just went to that link, and all the "beads" there ARE made from polymer clay (there are some slices from polymer clay canes, near the bottom too)

Check this page of my site for loads of Halloween-themed things you can make, some of which are very small or could be made small:
http://glassattic.com/polymer/Halloween_etc.htm
(... click at least on the subcategory called *Jewelry*...)

...and these pages have more on making "beads" in general, and also putting holes in them:

http://glassattic.com/polymer/beads-holes.htm
http://glassattic.com/polymer/jewelry.htm (necklaces,bracelets,earrings,hair,etc)
http://glassattic.com/polymer/pendants_cording.htm
http://glassattic.com/polymer/buttons.htm

You might also try the fabric stores for Halloween themed buttons, and Michaels, etc. for little tiny ornaments, etc., that are Halloween themed (they should be getting Halloween stuff pretty soon if they haven't already).

You can also buy some little shapes like this, then press them into raw polymer clay, remov, and bake the clay, to create a mold of the item... then you make many more. Or you could also make a mold from a little shape you created on your own, then make multiples.
Here's some info about making and using molds with polymer clay (and some other materials):

That site looks reasonable to me. They're in the USA. They use Paypal, so you have recourse if something goes wrong. I'd go for it.
