If you research this topic with reference to Henry Kissinger you'll find some interesting things. I don't know if it's an urban legend or not, but it has it's advocates among the conspiracy theory buffs. The story is something like this. During his ascent to power Kissinger was into a lot of weird things. He started several wars, just to see how much he could manipulate. He was known to switch sides when there was a buck in it. That part is very well documented. The story says there is documentation that during the Nixon Administration he pushed government scientists to invent a disease that would only affect people he considered "undesirable". These were homosexuals, drug users, and people of color. At that time the CIA was into a lot of strange stuff too, including biological research. They had a lot of secret labs and an almost unlimited "black" budget. There are sketchy records that there was some kind of appropriation made by Congress for something similar to this. It has been documented that experiments were done on the civilian population by the government dating back to the 1920's, so there was nothing new in the concept.
Shortly after (1978), an ad appeared in the Berkeley Barb, wanting paid volunteers for testing a new Hepatitis B vaccine. The ad specified that gay males who were promiscuous and did not use protection were needed. This kind of thing was as common back then as selling your blood. 54 men volunteered for the study. They all developed symptoms consistent with the "pre-aids" stage of HIV, and they all died prior to the end of the "study". Simultaneously there were similar larger outbreaks in New York City, and in Africa, also associated with vaccine testing, and involving larger numbers of deaths.
Virologists who examined the virus at the time said it could only be manmade, as it appeared to involve two parts never found together in nature, and one was from an animal virus.
The disease turned out to be more contagious than expected, and spread into every segment of the population.

I just keep wondering about that worldwide smallpox vaccination program that killed a dreadful virus and wonder if maybe the aids virus was a mutation of the smallpox one.
I mean just a thought that the aids virus was an accident?
I got to thinking this because of that whole deal with aids immunity happening in people who just happen to be immune to smallpox.

The government is too stupid to create something as complex as AIDS/HIV. However, it would be sad if the people in power would keep promising solutions from people who need them.

...perhaps the question is, "What government agent introduced it into the population?"
What did this guy's resume look like?
Yikes. Good thing the whole notion is absurd or else somebody is collecting a pension for screwing taxpayers...but in this case literally.

IT'S ALL THOSE BIG SHOTS WITH ALL THE MONEY CRUISING AROUND THE WORLD AS TOURISTS AND BECAUSE IT'S A TABOO FOR THEM TO HAVE SEX WITH OTHER CULTURES, THEY'D RATHER DO SO WITH THE WILD ANIMALS ONLY TO REALIZE LATER THEY WERE BETTER OFF WITH FELLOW HUMANS REGARDLESS OF THE CULTURES.
