Hi! It is safest to use them whenever the baby is able to hold his head up for a long time and has a strong neck. I think most babies can be in them by at least 3 months old.
Another great idea for your newborn are to use those slings that are popular. They cross over from the waist to the shoulder and the baby can recline in it like a hammock. They are handy while breastfeeding and I used it a lot during the first 10 weeks with my firstborn. She loved it.

If he is facing you, I believe they say any age. However, partially because of my build, I found in uncomfortable at any age. I recomend looking into slings, try hot slings or moby wraps to begin with. Your baby will be able to lay in essentially the same way you cradle them, but your hands will be free. Once she is older she will be able to sit or ride on your hip.
