Some people do stupid things their whole life. Age is subjective, but for a minimum I would draw the line at 18. This is not about right and wrong, it is about a person's concepts of cause and effect, longevity and responsibility. I think that it is foolish to have the drinking age a 21 when the voting age and enlistment for military service is 18.

What is a wheter?

You shouldn't excuse a child, or give them full decision making power at any fixed age. Some kids are totally slow, can't get their act together at 28. Others can run a company to a net worth of over a million at 15. It's all about who the person is, not when they were born. We should hold them responsible for doing something wrong, but we shouldn't think it's okay to give them any rights an adult has and think they can handle it by the same token.

The age of reason has always been considered the age of 7. You, at that point, have a fully developed conscience to know right from wrong. This is in all things, criminal included.

I believe a child is supposed to be starting to be responsible for their own actions by the age of 8-10. A child must know the meaning of murder, crimes and consequences. Knowing such basic politics as these must be taught to a child.

Even for one individual, it varies (it all depends...). A child may be responsible for his/her actions for somethings, but not others, as it is difficult for children to understand a lot of things (and some adults never do understand some things!)
Most are capable of being FULLY RESPONSIBLE for their actions by 13 or 14...

I knew the difference between right and wrong by the time I was 5. I knew the difference between legal and illegal by the time I was 10. I continued to make bad decisions until I was in my mid 20s...but I was fully responsible for them!

there are minor things in which you would give one swat at age 3, if they do something like crawl across a street before that it is the parent's fault for not watching them. Some things are accidental but if they are done on purpose, it is caused by someone driving them crazy with physical/sexual abuse.otherwise i would say age 13 for girls and maybe younger for boys
