They stand for the railway that owens them.

Its basically a way to identify the car. Or in other words like a licence plate. that way they can tell who owns the car and what the car is loaded with when it gets to the destination to where they can crosws reference the initials and numbers and see what it is loaded with without having to open the car.

Usually the rail company. Like BNSF stands for Burlington Northern Santa Fe.
Or it could just be the grafitti.
