If you drop a player, you are not able to claim him off waivers regardless of how high you might be in the waiver queue. Everyone else in the league will have a crack at him before he comes off waivers, but you will have to wait and hope that he passes waivers and becomes a free agent.

I guess they do this to prevent you from temporarily dropping players, only to pick them back up immediately.

If you are in a Yahoo league, once you drop a player, the player stays on waivers for a fixed period of time (usually 2 days). During that time, other owners in your league can put in a waiver claim on the player. After the 2-day waiver period expires, the owner with the highest waiver priority is awarded the player. During the two-day waiver period, the owner who dropped the player cannot make a claim on him.
If, after the waiver period has ended, no other owner made a claim on the player, the player becomes a free agent and is availabel to anyone on a first-come, first-served basis. At this point, the owner who originally dropped the player can add him as a free agent.
If you dropped the player accidentally, you may want to contact your commissioner and see if he is willing to reverse the transaction for you.

depends on what your commissioner listed as the waiver time most are one to two days so after you release someone anyone else in the league can pick him up after the time is depending on they're waiver priority number to the right of each team on the home page

Ouch. Once he comes off waivers ( a waiting period) you can claim him as a free agent again. Hopefully no one picks him up before you do.

After you release some one everyone has to wait three days before they can pick him up. It's to prevent people from simply playing the schedule.
