i'm working on a anime titanic thing and i waqs wondering how i can draw a sunset like this coloringf and outline

It would help to know which draw/paint software you plan on using. Also, I don't know what you mean by "titanic thing".

Regardless, if it's just the sunset you want, you can take the "easy" route, and look for such images on the web (try Google's "Images" link), and just copy-and-paste them to your computer, then edit them to your heart's content (make sure that you do not use or selling copyrighted materials without permission; however, if you edit them enough that they don't look exactly like the original, then you can probably get away with it (it's not nice, but, let's not quibble!)).

Many draw/paint software packages make it easy to create circles and other objects, and then color or blur or do other nifty things with them. Look for such freeware on the 'net.

You might also consider drawing and coloring a sunset by hand, and then scan it into your computer, assuming you or a friend has a scanner, and that you have some artistic talent.

That particular sunset is done by computer, probably Photoshop or Paint Shop Pro...

If you want the same soft, blurry effect and draw this by hand, you will pretty much have to use only watercolour or airbrush. Pastels could maybe work if you 'smudge' them properly. Pencils won't have the same feel at all and pencil lines and streaks are even more obvious when you scan them.

Unless you have already a very good painting/drawing technique, I'd suggest you experiment with computer drawing. They are ideal to render soft, blurry light effects and some (like Photoshop) come with ready-made filters that allow you to draw clouds and light flares from scratch. Plus, you can make mistakes and undo them while you practice without totally ruining your work in progress.
