Yet, you, and many others, use that as the typical example of how money can be better spent, as if poor American students are permanently disadvantaged because a heartless American government gives money to Israel.

I would say that in view of the past history that may be next to impossible. The root causes for our benevolence towards Israel are far too deep and entrenched too change with out a great deal of difficulty. There are political, financial, religious, and ethnic reasons for our generosity and I think guilt still plays in it to some degree. I completely agree that the money could be much better spent here at home.
