Populations can vary due to many factors. Predator numbers are one. Others can include
- introduction of new predators
- disease in the population
- disease in the predator population
- Increase in food supply (agriculture in Australia increased kangaroo numbers)
- increase (irrigation and dams) of water supply or decrease in watter supply (drought).
- decrease in food supply
- culling of numbers (government action due to over population) eg rabbits, deer, camels etc in Australia.

A few factors. There are many more.
