If you started your business three years ago I would give up. If it is more like a recent start-up then of course not. These things take time and effort. Advertise in local papers, visit office complexes and hand out business cards, talk to people and promote yourslef and in time the customers will be there. Get one...do a great job so others will be told and soon you will have many. Be patient but work hard at it.

I hope you have a business plan. If you don't I'd strongly recommend that you talk to a business counselor before you do anything especially spend money. You have to determine whether you'll start a web based business or one with a store front. I'd call the local office of SCORE (go to http://www.score.org and input your zip code to find the chapter nearest you), the advice is FREE.
The counselor at SCORE will help you write a business plan because it will force you to dig out all of the start up details and the costs of starting a janitorial services business and force you to also understand all of the aspects of this business including the customers you'll concentrate on (your market ) and how you'll go after them.
You'll need to register the business with your state controller's office and make sure that you have any city and county licenses if any are needed where you live. All of this will come out in a business plan.

I can't imagine why you would have started a business without having clients lined-up in advance! Regardless, you don't say how long you have been at it, or what steps you have already taken to obtain a client base. So, start at the bottom (classified advertising; flyers; etc) and work your way up (word-of-mouth; references; etc).

I would not give up. What you should do is change your approach and offer something more than others offer. With the whole new "going green" craze, you can offer non-toxic products that's sure to be a hit with anyone, because you are not only offering cleaning services, you are offering healthier cleaning services. YOu can email me for more information, I know of a few cleaning companies who "went green" and they increased their revenue tremendously.
