I'm making a Spinning Prize Wheel and need a 2 foot diameter circle cut from 3/8" plywood or similar lightweight wood and I don't own any type of saw.

Is there a store or service that either sells precut circles or makes them to order?

Or would it be cheaper to just buy a saw to do it myself? And if so, What type of Saw would I need?

It would probably be just as cheap to buy a cheap jig saw. Stick a pin or nail in a piece of wood, tie a knot at both ends (at your desired lenght), and use a pencil to draw a perfect circle. Cutting it out is simple, using a jig saw. Another choice is contact your local High school and see if they have a wood shop class. If your project is for charity, they might do it for you for free.

Purchase a small Jig saw, hand held type, $10 to $20
w/blades, cross cut type
measure in from the edge of the plywood 13 inches, and down 13 inches, Tye a small strong cord to the nail or screw,
measure 12 inches out, from nail or screw make a mark,
wrap the line around a pencil , so it will be on the 12 inch mark, keeping a slight pressure on the line draw a circle,
then cut it out,

The formula for area of a circle is Pi x Rsquared. Pi is roughly 3.14 and r (radius) = 15. The area = 3.14 x 15 x 15. or 705.5 square feet. The distance around a circle is the circumference circumference = 2 Pi R or 2 x 3.14 x 15 = 94.2 feet.

around here we have several " Wood Mills" that will cut to order for delivery or pick-up. The fee is very small too...

go to home depot, they sell them, its as easy as that.also, many now have saws you can use in their store if you need anything cut while you're there
