Turtles have a tough life. A giant creature that they can easily recognize but are afraid of brings them food, and there is this invisible force field that blocks them that they cannot figure out.
It either is begging for food or trying to escape. They will beg for food even when full and extra food is floating around- so if it has enough of the right food, ignore that.
Escape however, is pretty common, especially if the tank is too small.

Mine is still scared of me, and does the same thing. As soon as he see's me, smells me, or hears me he jumps in the water and tries to find a place to hide. Only time he seems happy to see me is when he gets his food, and even then, thats debatable.

Mine does the same thing. I don't think it's because he is excited to see me but because I scared the crap out of him. He is perfectly fine as long as no one is standing up in the room but as soon as someone stands he hits the water and hides. Sometimes I think I should get him out and let him get to know me better because I know one day he is going to be a lot bigger.

the turtle just wants more food, and they think you'll give them more so they start swimming like crazy to get your attention

Well, it kind of sounds like you just have a really energetic fish. Betas, when properly cared for, can have a TON of energy. He might have seen something outside his tank like a bug or flash of light and tried to chase it. I play with my betas; they chase laser pointers lol.

He knows you're the source of food. We have fish that do the very same thing. He's come to associate you with food. XD
