A similar scam has been on the news and this one needs attention. Many innocent people have lost enormous amounts of money to this proposal.

Unfortunately, there is little an individual can do. In fact, there is little that the authorities can do. These people have a web system, a maze if you will, that makes it nearly impossible to trace. I would contact your ISP personally and tell them about your findings. Perhaps they could also point you in the right direction.

If your goal is to raise public awareness so people do not get scammed, talk the media. You might start with your local newspaper or tv station.

If you want to report it to the authorities, it probably falls under the jurisdiction of the FBI (emails almost certainly crossed state lines or came from outside the country). But the odds are they've already heard of it.
