Fresh or salt water doesn't matter in this scenario. What does matter is if you're actually diving or on the surface. A diver has nothing to worry about. You only need to be a few feet down. The charge travels along the water's surface and doesn't direct itself downwards. If you're on the surface,well, that would be bad news. One diver actually died this way just a few weeks ago. The bolt hit his tank directly as he was surface swimming.
