According to Dalton's Atomic Theory, that is what is called an element. It has been modified to include isotopes, which are different forms of the same element, like carbon - 12 and carbon - 13. The difference between carbon - 12 and carbon -13 is the extra neutron in carbon - 13. So matter in which all atoms are the same but differ only by the number of neutrons in the nucleus of the atom is what we call an element.

It is an element; and if the atoms all have exactly the same number of neutrons, it is a particular isotope of that element (eg Carbon 12 atoms have 6 protons and 6 neutrons; carbon 14 has 6 protons and eight neutrons)

Atomic structures occur in nature as isotopes. Atoms are in constant mass changes and what we measure in atoms are really average values.
Atoms are in equilibrium at constant temperature only . As temperature increases either volume and or mass increase.
Atomic variation is extremely small within a particular element as the variation to maintain equilibrium at small temperature changes . Therefore atoms are basically stable. Except atoms like uranium continually decays to form a more stable structure.
Atoms maintain their identity within their own species.
An hydrogen atom in africa has the Same structure as an hydogen atom in the North pole; except in the colder temperature the atom would be smaller. Atom are never at rest ;they are in continual motion as their velocity increase their mass decreases. Mass of atoms increase as a function of temperature. As temperature changes in the atom both its mass and velocity of motion changes accordingly.
A mass in The universe can not change velocity unless there is an a relative change in temperature . This is the relativity between mass and temperature and velocity.
