The plants are topiaries as mentioned above. One great term for this is to say that the plant is "poodled", as in a standard poodle with its fur clipped off in weird places:

This is a reasonably common term out where I live (California).

So the cutting of plants to make statues would be "poodling".

The plants are trimmed that way to depict animals etc.with shears or hedge trimmers.I've saw this done.Not sure about the grass.
I don't know that there's a special name for it though.
