I applied to UB just last week early decision (psychology), and I just wanted to know if my stats were good to be accepted.

3.56 GPA (and rising)
1040 on SATs (horrible, I know)
Top Third class rank (average)
Multiple Extra-Curriculars
Volunteer Journalist for Teen Section in Local Newspaper
Many hours of volunteer work (administrative help, church help, teen takeover)

I think you have a very good chance. One of my kids got in two years ago with a 3.3 and 1080, only top 1/2 but great activities. Do the extra essay, and definitely get logged in as having visited the school. Try to speak to an admissions counselor when you visit the school, to reinforce that you're very interested. Another one of my kids is getting dropped off there as a freshman tomorrow! This kid got into some very selective universities and picked SUNY Buffalo. Both of my kids chose SUNY Buffalo since it's a great value for a good education (and we're out of state).

Probably 100%, that school isn't exactly competitive.
