Alaska has a youth prison close to Dot Lake, where the kids live with houseparents. These juvenile delinquents walk to school with rifles that can take down a grizzly. Dot Lake is very remote with extreme cold. The kids know that their lives depend on their teachers and houseparents. They are not going to try an escape. I have not heard of that in Norway but I would guess it is a similar situation.
