It could be several things - the sending unit is bad, the gauge is bad, or the wire between is broken. Or maybe the wire has just fallen off the sending unit. Crawl under the car (USE JACKSTANDS if you jack it up!) and look for a wire coming off the gas tank. See if it's attached securely at the tank, and as far as you can follow it the other way. If it is, then the next step would be to find a manual that tells you how to do more involved troubleshooting. Chilton manuals are usually good.

there is a "sending unit" inside the gas tank that sends the "signal" to the gas hand via an electric signal.. probably have to wait til the tank is empty or almost empty and drop the tank by removing the "straps" that bolt it to the underside of the car however there may be a "port of entry" to the fuel pump and sending unit, under the back seat depends on make and model of the car.. toyotas have a port of entry under the back seat and others have to be Dropped ...

This is a very common problem when the sending unit goes bad. This in most cases means you have to replace the fuel pump assembly in the fuel tank.

More info, year / make / model, would help. usually just a broken wire
