By our referring to "they" we are really pointing out that
whatever the action is, e.g. "they" say, "they" believe, etc.
has been done by the "majority" of people.
To say: "They say the sun will rise again tomorrow."
is to say...
"Most people believe that the sun will rise again tomorrow."
