Mostly it would seem to be poor movie choices. He's usually an entertaining actor, but he's got too many like Ghost Rider and National Treasure on his resume. That being said, I think Leaving Las Vegas and Adaptation prove he has the chops to be a great actor.
I could also have something to do with the fact he has so many family members in the business. He's related to the Coppola family (nephew of Francis Ford I think). Who knows how that relationship has affected his opportunities - either by choice or connections.

After his breakthrough performances, he started taking roles that simply didn't require a good, let alone great, actor. Look at his post-Leaving Las Vegas filmography. Outside of Adaptation, nothing special there. It seems as though he got the Oscar and decided to just take roles that paid the mortgage. Sort of like Cuba Gooding, Jr., only not quite that extremely bad.

The Rock, Con Air, Gone in 60 Seconds, Ghost Rider, Next...just a few of the dreadful movies he's made. If he stuck to roles like Leaving Las Vegas, Moonstruck, and Raising Arizona, he'd be one of the greats.

Frankly, because Cage never set out to become a "great" actor. He wanted to do his own thing, on his own terms, and not be forever in the shadow of his uncle, director Francis Ford Coppola.

He's a terrible actor he ALWAYS plays the same type in every role. Can anyone be MORE tortured? He's not funny, he speaks only in monotone ! Blah....He needs something different. Although, I did like him in Leaving Las Vegas that was a good movie but, not because he was in it..

He chooses roles that suck like ghost rider and the national tresure movie he was good in movies like face off etc he is a beach now
