Mass Density is inversely proportional to temperature .
Density has a dual nature. In genergal its defined as the amount of a quantity per unit volume. In a gass for example we have the mass of the Gas particle floating in a volume.
The mass of one particle divided by th evolume of the particle is called denstiy of the particle.
However the mass of the Gas divided by its volume is not the same as the density of one particle. And that is called the inherent density of the Gas. So the density of the gas is always less than the Density of the mass in the liquid phase.

Water as a liquid is denser. The molecules are touching each other , and the density is 1g/ml. It takes the shape of the container,
As steam, the molecules are moving all over and taking up the space in what ever container they are placed in. The density of steam is much less than water. Density of a gas is dependent on pressure and container.

By water I assume you mean liquid water, steam is water too, just in its gaseous form. Liquid water is more dense because the molecules are closer together. Interstingly, water reaches its highest density around 4 degrees C, getting colder than that it starts to expand, while most substance continue to get smaller as they get colder. Ice is actually less dense than liquid water, that's why it floats.
