What you are suggesting is censorship...and it's a violation of the First Amendment of the Constitution.

There are times when issuing a "gag" order is appropriate, but doing it just for celebrity news isn't one of them. A gag order is primarily intended for keeping lawyers from talking about a case to media sources because sometimes if there is too much media attention it could prejudice a potential jury and adversely affect the outcome of a case...and perhaps prevent someone from having a fair trial. It's the one time where a person's civil liberty overrides the right to freedom of the press.

No one is twisting anyone's arm to listen to the latest "dish."

If a person is really tired of it, they can always shut off the TV/radio, go outside or read a good book. If someone else brings it up and you're not interested, then just change the subject. Just be prepared with something more interesting to discuss.

Nowadays people love to complain about the oversaturation of celebrity news. Even the attention getting celebrities and media even complain about it. Yet, the wheels in that machine aren't about to stop running anytime soon just because you say so...and even if there were a so-called "gag" order put in place for a year it wouldn't work. Why? Because the entertainment industry is a multi-BILLION dollar industry, and even as people complain, they still devour the latest gossip and look for even more when they think no one is looking. It's like the people who drink in secret, or claim they're on a diet when going out to dinner with friends, but then go raid the fridge the moment they get home!

Personally, I think speculating about the stars is far less damaging than people meddling in the affairs of family members or gossipping about co-workers or neighbors ... which is probably what would happen if any kind of 'gag' order like you suggest went into effect!
