Penguins feet do not freeze, because there is no blood circulating through them.

Things freeze to the ground because the heat from them slightly melts the ice but because of the cold it refreezes. Penguins feet are covered in scales which do not need to be kept warm like skin so their feet are as cold as the ice. Consequently the ice isn't melted and refrozen. No heaty no sticky:)

The penguin's biggest source of body heat loss is its feet, which also is generally the only part of its anatomy actually touching the ice or frozen rocks. Penguins are able to partly counter heat loss through their feet by lowering the bottom of their bodies enough that a fold of fat and feathers cover their feet, and some species additionally rock backwards so only their heels touch the ground, and they are actually balanced on a "tripod" of their heels and their stiff tail feathers (which have no blood circulation, and thus no heat loss).

Penguins have certain arteries in their leg that can adjust blood flow in response to foot temperature, feeding the foot just enough blood to always keep it a few degrees above freezing. That would explain why penguins feet do not freeze.

If you mean Penguins then it is because the water they come out of is around the same temp. as the ground

Actually, they EVOLVED with really strong circulation in their extremeties which keeps them warm.
