Technically no, a true ballad tells a story. Examples are Ode To Billy Joe-Bobbie Gentry, Hurricane-Bob Dylan, the Ballad of New Orleans-Johnny Horton. Slow songs arenot necessarily a ballad, although many people call them that. :)

No its not a ballad,but Hopelessly Devoted To You, would probably be closest to fitting the title of "ballad"
