Neither- it is meant to be the Torah which is understood by jews to have been created before the world and is the reason for which the world was created

It is speaking of Jesus, who is prefigured by Wisdom. Satan did not have a hand in creation. God Almight is the creator and Jesus Christ, God's Son, was a "master worker" working with God. Of course, this does not mean that Jesus is a co-creator. Jesus himself attributed creation to God. Rather, all things are created through Jesus, but by God. -John 1:10; Revelation 4:11

It's talking about Jesus.
In view of the close association of Jehovah and his only-begotten Son in creative activity and because that Son is “the image of the invisible God” (Col 1:15; 2Co 4:4), it was evidently to His only-begotten Son and master worker that Jehovah spoke in saying, “Let us make man in our image.”—Ge 1:26.
After creating his only-begotten Son, Jehovah used him in bringing the heavenly angels into existence. This preceded the founding of the earth, as Jehovah revealed when questioning Job and asking him: “Where did you happen to be when I founded the earth . . . when the morning stars joyfully cried out together, and all the sons of God began shouting in applause?” (Job 38:4-7) It was after the creation of these heavenly spirit creatures that the material heavens and earth and all elements were made, or brought into existence. And, since Jehovah is the one primarily responsible for all this creative work, it is ascribed to him.—Ne 9:6; Ps 136:1, 5-9.

John 1:1-3 & 18.

Shows that creation came thru Jesus, The Greek word translated in English in the KJV as "by" actual means 'channel' and not source.

Thus Jesus is the channel by which God created all things.

'Begotten' according to my English dictionary means to be brought to life, created.

Thus Jesus as the only begotten Son, is the only creation brought to life solely by Jehovah God.

All other creation came from Jehovah, thru Jesus his master worker.

If you go back to verse 1 you will see it is talking about Godly "wisdom and understanding". However in a metaphoric sense it could apply to Jesus because God has always possessed wisdom and understanding as He has always possessed His Son, Jesus, by whom all things were made.

The writer speaks of the value and exalted position of wisdom. Wisdom is personified in this passage.

I do not think it is correct to try to equate the subject with the Lord Jesus Christ and certainly not Satan.

Jesus is, of course, the ultimate manifestation of the wisdom of God but, please remember: this section of the book of Proverbs is very poetic and filled with poetry - complete with images that convey truth but are not to taken literally.
