1. I will try to make peace between worrying parties.
2. provide assistance to the displaced onces.
3. Plead with near-by countries to provide Refugee camp for the displaced onces.
4.Ask the UN. to intervene, both with food and clothing and also military aid.
5. I will also ask UN. to mornitor and block the supply of weapons to the said country.

Stay away unless it's a genocide or threatens US assets
If it does threaten US assets or is a genocide:
Attack with all guns blazing;
break the enemies guns,
humiliate their leaders,
give massive amounts of food and medical aid to the citizens
