Cyber-terrorism is whenever someone uses the internet to spread fear, take over popular web sites, drive users away from popular sites, cause the loss of revenue from those sites by denying the site owners their site users, and causing general mayhem, soley for their OWN pleasure or purposes. It may not directly cause injury or bloodshed but, it still has it's effects on the population of users, none-the-less.
