There are many different Buddhas.
You're talking about Budai Luohan. He's laughing because fatness represents plenitude, luck, and happiness. The sculptors are just doing their jobs.
There are other Buddhas, and they aren't that fat. It's just that the Budai's a bit more popular than the others because of its happiness.
Buddhists believe that to remove all desires, all you have to do is empty your mind completely and meditate.

It may not be a Buddha statue. The Chinese often have three statues representing Prosperity, Long Life and Good Fortune. It could be Prosperity or Good Fortune if it is fat. Long Life looks like a skinny old man.

Not to presume on your beliefs, but I would say that this fat, mute, lifeless idol is the last thing I would want to worship. Even looking at Buddha statues creeps me out and depresses me. What did Buddha offer anyone accept empty philosophical statutes that no one can really adhere to because we're imperfect, and a convoluted cosmology that involves some cloudy notion of "enlightenment" and "nothingness?"

Buddhists believe that fat people are happy people, one of the famous Buddhist mythical figures is the fat, smiling priest.
personally I think fat people are less quarrelsome and more peaceful because they find it harder to run away when necessary.
